Steven L. Hilton
He brings over 30 years of professional consulting and financial-management experience to his client engagements. A 1977 graduate of Brigham Young University's school of accountancy, Steve is a Certified Public Accountant, a Certified Computing Professional specializing in Management, and a Certified Software Quality Engineer. He is trained and certified as an Activity Based Costing practitioner, and is trained in the Carnegie Mellon University Software Engineering Institute's Capability Maturity Model (CMM) for Software and People CMM. He has successfully blended these disciplines to bring comprehensive strategic business solutions to his clients. In 1999, he established The Institute for Strategic Management StudiesA Division of Hilton Consulting Corporation. Cynthia Kennedy
Cindy earned her B.S.E. degree in Industrial Engineering and Operations Research from the University of Michigan's College of Engineering in 1987. She is certified in Material Requirements Planning and Just-In-Time Manufacturing Processes. Her IT and large-scale system implementation and integration experience encompasses all life-cycle phases from requirements analysis through implementation, including design, development, and testing in data warehouse, business intelligence, Executive Information System, and Information Engineering environments; implementation of advanced systems software; procedures and documentation development; training; and user support for clients. She has managed system implementation projects for financial, human resource, billing, and inventory systems. Cindy's IT background is supplemented with other important experience, including performance measurement data collection and reporting using the Balanced Scorecard, Business Process Reengineering, productivity improvement studies, survey development, and Lotus Notes database administration. Cindy is accomplished in the design and implementation of Executive Information System (EIS) solutions for our clientssynthesizing raw operational and financial performance data into strategically important executive information. She has studied and successfully applied the principles of graphical excellence championed by Yale and Princeton University Professor Edward R. Tufte in his books The Visual Display of Quantitative Information, Visual Explanations, and Envisioning Information, each published by Graphics Press in Cheshire, Connecticut.

Richard Kingman
During his USAF career, Rick held staff, management, and command positions related to flying, training, and installation operations. He commanded a flight-training organization that trained flight officers for the U.S. Air Force and Navy, as well as aviators from five allied nations. He commanded what at the time was the only chemical-weapons destruction facility in the world. He combined his extensive experience in management and leadership with a knowledge of risk mitigation to establish the Department of Defense’s Personnel Protection Assessment Program, a program that helps worldwide DoD installations develop and implement programs that effectively limit terrorist threats to active-duty personnel and others living and working on DoD installations. After leaving active duty, Rick worked with the Departments of Defense, Energy, and Homeland Security to test products, processes, and procedures that help military units and civilian communities prepare for and respond to attacks by weapons of mass destruction. He currently serves as an operations manager for a communications and data-transmission network dedicated to serving the U.S. government. Rick earned a Bachelor’s degree from the University of Virginia, a Master of Business Administration from the University of Nebraska, and a Master of Arts from the University of Northern Colorado.

Eric Micheli
Upon leaving active duty, Eric applied his experience to developing business-critical, automated reporting tools and methods for improving the operations efficiency of a global Internet service provider. He has worked as a consultant for the Department of Defense and the Department of Homeland Security’s Science and Technology Directorate, providing program-management and consequence-management planning support to two major bio-defense initiatives, which were designed to develop and deploy systems that provide early detection of biological attacks on our nation’s cities. Eric was a principal architect of the Science and Technology Directorate’s long-term strategic planning process to develop solutions that meet chemical, biological, radiological, nuclear, and high-explosives threats over the next five to ten years. Eric currently serves as a project manager working to field new communications capabilities, architectures, and technologies in support of the U.S government. Eric is a graduate of the United States Naval Academy at Annapolis, MD, where he earned his B.S. in Physics. He earned his M.S. in Leadership and Human Resource Development from the Naval Postgraduate School, where he graduated with distinction and earned awards in Systems Management and Leadership Education and Development.

Rob Maloney
Rob spent his early career consulting on several federal-financial-system implementation projects at a large management-consulting firm. During this time, he obtained a deep understanding of federal financial systems and financial-reporting requirements. He has consulted on enterprise-wide software implementations and worked with industry leaders to ensure organizations have the know-how to comply with federal reporting requirements. Rob has worked with many government leaders and consulted at several federal agencies and organizations, including the U.S. Department of Housing and Urban Development (HUD), Federal Retirement Thrift Investment Board, U.S. House of Representatives, and other U.S. government agencies. At Hilton Consulting, Rob provides accounting, management-consulting, and pricing services for a communications and data-transmission network dedicated to serving the U.S. government. With a Bachelors Degree in Business Administration, Rob is a graduate of James Madison University in Harrisonburg, VA. He has been a licensed CPA since 2000.

Troy Selden
During his 21 years in the Air Force, Troy established, conducted, and managed numerous emergency-response, environmental-management, and occupational-health programs. With over 15 years of personnel and organizational-management training and experience, he has extensive accomplishments in developing, conducting, and supervising technical and management-training programs. After retiring from the Air Force, Troy was made the Senior Analyst for the Chemical and Biological Countermeasures Portfolio for the Directorate of Science and Technology within the Department of Homeland Security. He currently serves as a project- and business-management consultant for the Federal Government, specializing in communications-technology projects. Troy’s portfolio of expertise includes Nuclear, Biological, and Chemical Defense, Project Management, Environmental Management, Environmental Sampling/Analysis, Environmental Laboratory Management, Environmental Remediation, Occupational Health Compliance, Industrial Hygiene, Radiation Safety, Hazardous Materials Management, Instructional System Design, Engineering Management, R&D Management, Strategic Planning, and Contract Management. Troy earned a B.S. degree in Computer Information Systems and a B.S. degree in Business Administration from North Carolina Wesleyan College. He completed an M.S. in Management of Technology in 2003 from the University of Texas, San Antonio. Troy is a Registered Environmental Laboratory Technician, Certified Environmental Trainer, certified Environmental Systems Manager, and certified Project Management Professional.

Dan Salenger
Having served numerous Fortune 500 clients across a wide variety of commercial industries, Dan has extensive experience in business-process reengineering. He has worked closely with clients to solve numerous significant business challenges, including implementation of Sarbanes-Oxley controls, Y2K compliance management, computer controls assurance, business-continuity planning, Internet security, program management, business-process mapping and improvement, data analysis, financial programs analysis, and leadership realignments. He offers his clients a unique combination of competencies in financial management, financial modeling and analysis, and business process improvement. Dan has published several articles in the International Journal of Network Management and other publications regarding these and other topics. At Hilton Consulting, Dan serves as a Senior Business Systems Consultant to the Federal Government, providing business-process-reengineering, systems-integration, and program-management consulting. The author of several large financial proposals and dashboards, Dan has provided meaningful improvements to both the processes and accuracy of financial-data reporting for his clients. Lorri Potts
In her four years of professional experience as a Human Resources Generalist, Lorri provided corporate HR support in the areas of Organizational Development, Benefits Administration, and Employee Relations, including implementing hiring and employee reassignment opportunities for hiring managers and recruiters. As a Program Manager, Lorri was successful in leading a Human Resources program consisting of over 120 employees, as well as providing all aspects of Human Resources support to include resource staffing, program coordination/planning, benefits and security administration, and support services execution. She worked closely with her client to design, build, and implement a highly efficient PMO core organization of HR experts with standardized business practices and tools for streamlined administration. At Hilton Consulting, Lorri serves as the Human Resources Manager providing management of recruitment efforts, oversight of benefits administration, and corporate security compliance measures. Lorri is a graduate of James Madison University, where she earned her B.S. in Communication Sciences and Disorders. Jay Mershon
In addition to his more than 3,000 hours of flying experience during his 21 years in the Air Force, Jay established, planned, and conducted organizational readiness and performance management assessments. He created, implemented, and monitored multi- and cross-functional organizations and teams, and developed and planned the first Air Force Quality Assessment using the Malcolm Baldrige National Quality award criteria. His military experience includes a major command tour on the Inspector General’s staff and the Chief of Standards and Evaluation for the largest Air Refueling Wing in the Air Force. Jay earned certifications and gained practical experience from the Air Force and Air National Guard in Operational Risk Management, Total Quality Management, and Strategic Planning. He was a Department of Defense airborne and platform instructor, and served as the Chief Air Refueling planner and Airborne Command Element Tanker Director during Operation Desert Storm. He also was the Executive Officer for the Air Force’s first presence in Hungary during the Kosovo Campaign. After leaving active duty, Jay leveraged his Air Force experience to become the Corporate Director of Performance Management for a national retailer. He then served as a Performance Management Consultant for a Department of Defense agency transforming a traditional stove-piped IT operation into a customer-centric, process-oriented organization. Jay was also a principle member of the team that delivered the world’s first registration in ISO 9000, Quality Management Systems, ISO 20000, IT Service Management Systems, and ISO 27001, IT Security Management Systems. Currently, he serves as a management consultant working in support of a Federal Agency, where he provides organizational and business transformation services.
